DHS LogoBe it a slowdown or lack of jobs, the United States still seems to be a favored country for foreign nationals to naturalize. According to the Annual Flow Report circulated by Department of Homeland Security’s (DHS) Office of Immigration Statistics, a record number (1,046,539) of foreign citizens aged 18 years and over have naturalized in the United States during 2008. Noticeably, Mexico continues to remain the leading country of birth of new citizens (231,815) followed by India, Philippines, China and Cuba. The report also reveals that largest number of persons naturalized lived in California, Florida and New York.

The findings in Annual Flow Report are based on the data obtained from administrative records of U.S. Citizenship and Immigration Services (USCIS) of the DHS and information from applications for naturalization. Readers may appreciate that Naturalization is the process by which U.S. citizenship is conferred upon foreign citizens after satisfying the conditions laid down by Congress in the Immigration and Nationality Act (INA).
