NO MORE OPEN BORDERS

Ms. NapolitanoBeginning June 1, 2009, travel across Canada-US border might get tougher. The news Homeland Security Secretary, Janet Napolitano, recently commented, “it’s a real border, and we need to address it as a real border.” Ms. Napolitano also urged the people of both countries to accept this “change of culture,” (as she termed it). According to her, the movement across Canada-US border so far were such “it’s as though there’s not a border at all.”

The readers might remember that US Congress had mandated the Western Hemisphere Travel Initiative (WHTI) in the Intelligence Reform and Terrorism Prevention Act 2004, to strengthen border security and facilitate entry into the US for citizens and legitimate international visitors. WHTI requirements for air travel took effect on January 23, 2007. Thus, if implemented, the people entering US from Canada will also require a passport or its equivalent.

However, there are certain concerns being expressed against this move by the US government. Congresswoman Louise Slaughter whose district encompasses Rochester, Buffalo, and Niagara Falls feels that this move will lead to complete chaos. Ms. Slaughter has expressed her plans to introduce legislation to delay implementation of the passport requirement for another year. Although she has been successful in persuading her congressional colleagues to grant a previous extension, there is virtually no chance of a delay.
